Can it compare scanned PDFs?

A scan has no text layer to compare. Use the linked local OCR tool first, then compare the recognised text.

Why is there a document-size limit?

The browser keeps both texts and the diff on your device. A fixed work limit prevents a very different pair from exhausting memory or freezing the tab.

Does the text stay searchable?

Yes, and compressing keeps it that way too: by default only the embedded photos are recompressed, while text, fonts and layout stay untouched. Merging, splitting and adding images move the pages as they are. Only the second compression method redraws every page as an image — then the text becomes part of the picture, and the tool says so before you start.

Can password-protected PDFs be opened?

No. A PDF locked with a password cannot be read in the browser, and the tool says so rather than producing an empty document. Remove the protection in the program that created the file first.
