Are DPI and PPI the same?

PPI describes image pixels per inch; DPI technically describes printer dots. They are commonly used interchangeably in print-size calculators, so this page states the pixel-based calculation explicitly.

Does a higher DPI improve a low-resolution image?

No. A higher setting makes the same pixels cover a smaller physical area unless the image is also resampled.
